Why a Human Capital Agreement?

The labour market is changing rapidly. There is a shortage of well-trained staff, especially in the energy, health and high-tech sectors. Moreover, there is still a mismatch, with jobseekers, workers and students often lacking the most up-to-date skills that match the rapidly changing practice. The Human Capital Agreement brings parties together to tackle these challenges together. By working together, we ensure a better match between supply and demand and create new opportunities for employees and employers alike.

Within the Human Capital Agreement, we work on solutions that make a real difference. By investing together in programmes and projects that narrow the gap between talent and work, we strengthen the regional labour market step by step.

Initiatives such as Labour Market Coaches and the Labour Match Platform show how we train people practically and link them directly to sectors with major shortages, such as engineering and energy transition. Also, with projects on technology promotion and talent development in the semicon sector, we are building a region where companies can grow and people get opportunities.
